When power is shared among different levels of government, it is said to be a federal division of power and the system is called Federalism. The chapter aims to explain the different routes through which the federations around the world are formed. It lays stress on the main features of a federal system and why it is important. The chapter explains how India is a Union of States that practices the federal division of power and what makes India a federal country. India follows a two-way distribution namely, horizontal, that is, between organs of the government and vertical, that is, between levels of the government. The chapter explores the role of the judiciary and special state provisions that make India federal. The chapter also discusses the concept of decentralization of power that strengthens the local governance system of India.
