Describe the three categories of ministers which constitute the Council of Ministers.


The Council of Ministers is the official name of the institution to which all ministers belong. There are usually 60 to 80 ministers of various classes.
(i) Ministers are usually senior leaders of the ruling party or political parties responsible for major ministries. Ministers usually meet on behalf of the Council of Ministers to make decisions. Therefore, the Cabinet is the inner circle of the Council of Ministers. It is made up of about 20 ministers.
(ii) The Minister of State is usually responsible for small ministries by itself. They attend cabinet meetings only by special invitation.
(iii) The Minister of State belongs to the Minister of the Cabinet and is obliged to support ministers.
